For Office 2019, whether it is a volume licensed version or a retail version, if you want to install Office from your local network, you must have a computer with Internet access, then download the installation package from the CDN.
And then place the installation package in a shared folder on the intranet, you can install Office from this source path.
For activation:
- If the Office 2019 is one of Volume licensed versions, such as Office Professional Plus, Office Standard, you can use MAK activation with phone via steps below.
Runospp.vbs /dinstidin command prompt to get the Installation ID of Office.
Runslui 4in Windows Run dialog to get phone number of Microsoft Product Activation Center, call the phone number and give the Installation ID to get the Confirmation ID.
Runospp.vbs /actcid:<value>to enter the Confirmation ID. - If the Office 2019 is one of retail versions, such as Office Home & Business, do you have a key? You can also try phone activation via using the Activation wizard or the steps above.

Did you call the Microsoft Product Activation Center, provide the installation ID, and get a confirmation ID to activate Office?
Or did you contact Microsoft supporters directly to activate the Office?

Is the account you sign into Windows an Administrator Account?
To activate Office, it's recommended to use Administrator Account.
