Questioned Document Examination Laboratory

  1. Introduction

Forensic science is the application of various sciences to the law. Forensic document examination consists of the application of sciences and analytical techniques to questions concerning documents. The examination of questioned documents consists of the examination and comparison of questioned evidence with known material in order to establish the origin or authenticity of the questioned material.

  • Objectives

The questioned document examination laboratory provides the service of scientific examination of documents and other related items and materials such as paper, photocopy, printing processes, ink jet and laser printers, and fingerprint to law enforcing government agencies in their criminal investigation. The service is also extended to the forensic civil and criminal cases. It is the principal concern of the laboratory to ensure that high quality and reliable work is provided to the users of the laboratory service at all times.

  1. Scope of Work

The types of work provided by the laboratory can be divided into the following categories:

  1. Examination of handwriting
  2. Examination of seal, rubber stamps and rubber stamp impressions
  3. Identification of printing materials such as banknotes, ID card and other negotiable securities
  4. Examination of altered and obliterated documents
  5. Visualization of indented writing
  6. Damaged currency reconstruction
  7. Development of latent fingerprint and identification of fingerprint

  1. Examination of handwriting

Handwriting is a human skill whereby a person generates character shapes with a writing instrument as a visual representation of language. It is a fundamental axiom of forensic document examination that the normal writings of any two persons are distinguishable.

Handwriting examinations generally involve the comparison of handwriting specimen against questioned handwriting. When handwriting of disputed authorship is scientifically compared with a sample of handwriting of known authorship both similarities and differences are found.

  1. Examination of seal, rubber stamps and rubber stamp impressions

A seal is an impression-producing device which is commonly used for personal and business purposes. In many criminal cases it becomes paramount importance to demonstrate that a seal impression was prepared through the utilization of a specific stamp device. Certain class and individual features of both the stamp and the impression are used in combination to provide such a demonstration.

  1. Identification of printing materials

Counterfeiting of currency notes and others security documents such as passports, credit cards and share certificates is a simulation of the design and printing of the genuine documents using the same or similar type of paper. Examination of such documents can only be made feasible and effective through side-by-side comparing and aligning those documents suspected of being spurious with the corresponding genuine documents.(renew picture)

  1. Examination of altered and obliterated documents

These examinations are performed in order to detect whether a portion of a document has been altered, some portion rendered not readily visible, or some text added. If an obliteration/alteration is identified, then the method is determined and described, and if possible the obliterated text is deciphered.

  1. Visualization of indented writing

  1. Damaged currency reconstruction

The mjib is the sole organization authorized by the central bank to identify and reconstructing shredded, torn, charred, soaked, stained and other damaged NT Dollars bills, but not includes foreign currency notes. Owner would first go to the branches of Taiwan bank to apply for currency identification by the mjib. When certificate of authentication is sent to the Taiwan bank and the central bank, the owner may collect reimbursem*nt with a certain value from the branch which receives the application.
Applicants may file with the following documents and specimens:
1. Copy of the ID card and fill in the applications form with contact address, telephone number.
2. The damaged NT Dollars bills.

  1. Development of latent fingerprint and identification of fingerprint

A fingerprint is an imprint made by the pattern of ridges on the pad of a human finger. These ridges are commonly believed to provide traction for grasping objects. No two persons, not even identical twins, have ever been found with identical fingerprints.

When a person touches something with his fingers, there will usually be a visible or invisible residue left on the touched surface. The residue is patterned as a copy of the person's fingerprint and can be collected for visual study and comparison.

Fingerprint identification is the method using the impressions made by the minute ridge formations or patterns found on the fingertips. No two persons have exactly the same arrangement of ridge patterns, and the patterns of any an individual remain unchanged throughout life. Fingerprints offer an infallible means of identity identification.
